Activities vs. Land-based approaches to LULUCF

Posted on Sunday 22 March 2009 in AFOLU and UNFCCC and policy

The latest UNFCCC note on Land use, Land use Change and Forestry (LULUCF) proposes two sets of choices are for the futureof LULUCF: an Activities-based approach and a Land-Based Approach.

The activity-based approach to LULUCF under the Kyoto Protocol is said to result in complex rulings, accounting and monitoring requirements. The fact that reporting of greenhouse gas inventories under the Convention for this sector requires a different approach from the accounting under the Kyoto Protocol increases the burden on Annex I Parties.

Land-based approach: Instead of specific activities being defined, LULUCF would be treated
like other sectors in Annex A to the Kyoto Protocol. All emissions and removals would be accounted as reported in Parties’ national greenhouse gas inventories.

The options are based on issues raised by UNFCCC parties concerning the treatment of LULUCF.
